Case Study: The Overlook in Minnetonka

Harriss Architects, on behalf of property owner Tonka on the Creek, LLC, proposed to redevelop the property at the southwest corner of the Minnetonka Boulevard/Highway 169 intersection. The redevelopment consists of a four-story, 100-unit, market-rate apartment building known as The Overlook. The building is served by a surface parking lot adjacent to Minnetonka Boulevard, as well as underground parking.

The project site is a 3.8-acre site located on the south side of Minnetonka Boulevard, directly west of Highway 169. It is comprised of: (1) property owned by Tonka on the Creek, LLC (2) vacant property owned by the city, which the city has previously indicated a willingness to sell for redevelopment purposes; and (3) undeveloped right-of-way. The redevelopment site is surrounded by city-owned property.

The property owner requested tax increment financing. In exchange, the property owner would agree to provide 20 income and rent restricted units within the building. See the full plan.
